Not sure if Steve Vai used hybrid picking at 1:36. The base line has too much punch in my opinion, but you never know with this vai guy .. i guess he could play it perfectly with a pair chopsticks
You can define hybrid picking in many ways but the idea is pick (or thumb pick) plus fingers. It is applied in all styles of music and guitar players use it because it has different sound from just pick or just fingers
