Steve Vai is a true master of feedback and all you need for it is high gain distortion and loud amp To get feedback you need to crank your amp really loud so it can interfere with pickups. Your position in front of the amp is also important - it depends on how close you are to the amp and the exact position. If you can crank you amp loud you can experiment with it, but your neighbours may not like it

I don't know as i never tried it with volume pedal. I was playing with it in my room just sitting near the amp and the only thing to get feedback was to turn guitar to the amp and get the right position with it.
