Anyone who registered atleast once is counted there (my assumption???). So not sure if it's really a clear depiction. Most users online these days range from 10 members to 50 members and about 300 ~ 400 approx guests. Some forums do "cleaning", meaning deleting inactive accounts from time to time to keep up with the amount of actually active users for this very reason. 4000 active or at least almost active members is also very good, in my opinion.
