When playing a half step down or any tuning other than standard, do you read the notes as you would normaly or should you adjust to how you are tuned?
Example
Say it says to play E would i play it normally like on my open 6E string (now an Eb) making it an Eb, or should I find out where the E is now located now that my tuning was off.

I don't know for sure but I would guess the tabs reflect standard tuning and you tune the guitar down, so the tab says E but you are playing Eb.

Yeah,tabs will show you right fret without talking about sound/notes(that's still just the tab).
But notation will show you note and give little hint like "tuned down half step" or som.
