They call it rotoscoping, I've never done it but heard of it, here's a vid:

It is not rotoscoping, in the first movie in 1977 they tried rotoscoping but george lucas wasnt satisfied with the results. So they tried post production effects. I can say in these movies above, they used Adobe Aftereffects, that is fairly easy but time demanding process.
