I think your call for a band meeting was the way to do it. But I have to say very bad attitude from the singer to not show. Question is why? If the drummer is good it's possible he feels he has to improve to meet the level of the other members and he's a bit scared that he'll get sacked in the end.
I think you should try with a band meeting again, if the vocalist doesn't show, discuss without him how to proceed. Mind some alternatives if things don't work out. Foremost it should be fun to be in a band. - Cure the ill part or if nothing works - Drop out, try to bring a few others that you think will work out and form a new band. Maybe the drummer? I suggest doing a band meeting with the members that show up.And I recommend doing a bend meeting WITHOUT the drummer.I can see in this story that the singer is making the biggest problems..You should anyway try to talk with all of them to reason them..(of course if they are not right in their opinion about the drummer - and they may be who knows its 3 of them with a same opinion).Being talented and positive "thinking" about a band is a great thing, but he need to be good in his skills as well to be part of a band..How was situation before ? You played for 2 years before , thats a pretty long time...I don't recommend quiting if these problems arise from a new drummer being in a band, and situation was cool before...

I would also suggest the band meeting, I would include the drummer though, if the others have a problem with him then they should at least have the guts to face him, tell him what is disturbing them and then listen to what he has to say about it. And about the singer... well, obviously he is not really interested in solving this. I would for sure invite him to that meeting, but if he again doesn't show up I would seriously consider to rather look for a new singer instead of a new drummer, after all the drummer seems to be willing to work on all this while the singer isn't, and sorry, with this attitude you won't get far.

It's a hard one for you I imagine, but don't worry everything can be worked out. Unfortunately I don't have enough info on your bands members so I can't judge, but it seems to me that the singer does not want to continue with the band at all. If you get along with the drummer and the singer is not good anyway I say dump the singer and try to work your way out of the bad situation. Get a band meeting, get the drummer to explain his hard situation to everyone, and let everyone says their opinion on the matter. It is better to keep it honest and hard on that one meeting than to avoid the confrontation and wonder in circles.

Be brave man, bare in mind that after the meeting everything will go much smoother - even if you break up. The burden will be gone at least. But do everything you can that it doesn't escalate further, and be honest.
