The tension between the strings and the springs must be balanced. If you have the springs tightened as far as they will go that is going to be too much even for 10's unless the bridge is still tilted forward which I doubt.

Are the strings new? Takes a few hours and some playing for them to fully stretch.

Is this something happening recently or has it always happenned?
Tuning pegs could be the problem too. -------------------- Guitars:

Unlock the nut, and tune the guitar to standard, lock the nut, and then tune it again. See if it works. If not, add couple of more springs to balance out the tension.

I believe you have to tighten spring a bit more,
if tune goes flat all the time it means that strings still have higher tension than springs. This tension should be balanced, as said above, try tighten more and see if it works. This can be really frustrating sometimes, when changing string gauge or tuning as in your case, I salute fixed or blocked ones instead. -------------------- Youtube
