Jimi Hendrix - Somewhere Over The Rainbow?, Is this Jimi?

In my ears, this is clearly not Jimi, it sounds very 90's and clean, and Jimi could not play so fast...? Anyway, does anyone know who played it, becuz it is very good played indeed!
