Who Is Playing This Song? Please Help

I noticed this song in a Simpson episode from season 18, I absolutely love it, but I dont know who is playing it and I dont know what the style is called. It sounds like its French or something.

Anyone know what the song and genre is called?

It sounds more like a "Tango" (Argentina) to me. In my opinion It could be the same composer who writes music for the Simpsons series. Just an idea not sure 100% at all.

Some form of french music but dont know what is it exactly. I think it is a soundtrack from the simpsons, not some composition.
