No. It is the 1st that goes through to the final as the fans favourite and then all other entries are judged by a panel to make up the other 9 in the final. Well, that's also not true, they said in the article that while votes won't come too much into consideration, they are a factor, because they rightfuly say that today you have to know how to promote yourself, so I doubt they'll pick someone with only a few votes..
