Topic Announcement Thrad?

Because if you're gonna write about topic xy and it takes you, maybe a week to finish it, and anybody else wrote about the same topic and finishs it some minitues earlyer, you have a problem. So, I don't want anyone to "book" topics, like "I wanna make about this, this, this, this..." Just to avoid doubling the article what do you think??
