i was looking up some tabs on cowboys from hell (pantera) and i noticed on verse a it said w/flanger. im wondering what this is...

I think they mean that that part should be played with flanger effect! (w/flanger - with flanger) You have it in all multieffects units, and you can buy a stompbox for that effect too...
