Well, vocal melody usually follows the same notes as harmony, so using the scales that are within the key is a good place to start.
There are various music styles with various different approaches to singing and vocal line composing, but in general if you are making a song, vocal line is something that has to be put in the front of everything else. If you have a strong vocal line, you have a strong song. It needs to be catchy, to have somekind of a structure that is interesting for the listener so he/she wants to hear it again, it needs to be powerful, and carry the whole song. -------------------- - Ivan's Video Chat Lesson Notes HERE

Composing specifically, I can write a bit, but usually I don't tackle the the vocal or the rhythm individually, it usually comes natural.

So composing specifically. -------------------- Join Me On the Lyrics Board !

Vocal line should be treated as any other lead line,
just like in guitar lead in instrumental tunes per example. As Ivan said, it needs to follow progression in a way but all in all it comes down to how it sounds. So you can have one note over x chords or x notes over one chord there is no some kind of a rule, ear is THE rule. -------------------- Youtube
