I don't have hands on experience with the pedal but from web demo's I know it can get pretty aggressive.
Think OD's like ts9's as an additional tube added to an amp, when engaged its like a second drive button on the amp which adds more gain. This is when inserted to the input of the amp, the more aggresive we want the amp (which already has a bit drive going on) to be the more gain and output we add from the pedal. This is how clean boost term is used for OD pedals (boost can be done with many types of pedals, the flavor is the preference factor)
But you add it to the fx loop which to me means you are using its drive like an amp character. We call these types of pedals "amp-like-sounding" as they can work both as a booster (like ts9) or to alter the amps tone using it on the fx loop.
But ts9 or your pedal aren't designed for this in mind which may explain the noise. The stuff I'm refering to are some of wampler (pinnacle, plexi drive...preferably deluxe models), tech 21 character series or the new mxr evh pedal. The entire input section of the amp can be bypassed by these pedals as guitar-to-pedal-to-fx loop.
Also, if someone uses the amp set clean but solo's with a cranked od from the input (all drive sound from od pedal) this strongly indicates they actualy want a low-gain distortion pedal like a boss ds1. By doing this, you get more of the amps eq character but the drive character can be changed...
its really up to you on how you want to approach this, but best starting point seems to try and understand what you prefer less about the amp to transform and rely that role to a pedal.
