Who made it popular?
I'd say Hank Marvin of the Shadows, who used it in a rather subtle way but created the typical Shadows sound, and then Jimi Hendrix who had another approach with amazing dive bombs...

I think Eddie Van Halen is the one who made crazy whammy bar work popular, because after Eddie, almost every lead guitarist from the 80's utilized the whammy bar.
Yeah, Hank Marvin did use it a lot, but to make tremolo sound out of notes, instead of applying vibrato with the fretting hand.
Hendrix did use it, but in a bit (dare I say it) messy way (it sure sounds good tho )
EVH did use it in messy way as well, but much more precisely and using modern techniques, so he pushed the boundaries further.
Satch and Vai really made an art from it
