If you have an iLok key you can get POD Farm for free here :

The modeling software is but the VST to use in your DAW isn't. Using the VST allows you to record just your guitars signal and then layer your tone and effect after. Sounds better this way and you don't have to re-record guitar takes to get the sound right.

You don't need to have a iLok to get it. If you have a Line 6 recording device like the GX, Tone Port UX1, etc.. you can get it for FREE also!

But to answer your question, you have to have the hardware before you qualify for the software VST.

Got the activation key and it is all activated according to the line 6 monkey. So thanks for that. Now how do I use it in Reaper.
Reaper allows me to choose it as an FX (VST) and I can see POD Farm within Reaper and there is no warning that it needs to be activated like when I try to do the same with Gear Box. Shouldn't I be able to hear what I am playing now? I checked, nothing is muted and pod farm works fine if I just use it by itself outside of Reaper. What am I missing?

UPDATE: I'm not really sure why but it is working the way I thought it would now. All I did was reboot as far as I remember.
