In movie production it's called "Foley Work" and that guy would be the "Foley Artist" . High budget films/ Games often make all their sounds from scratch! Seems amazingly time consuming and hard, but if you have the budget, it's a great option. TV shows, and lower budget movies, will often use and re-use pre-recorded elements from the studio library or third party vendor.
