Know Anything About Phasers? Options

Recently I made a patch on my POD with a phaser and I think it sounds quite good. What I would like though is that the phaser doesn't "swirl" and just stays at the "top" or most trebly part of its "phase" ( I don't know what the technical terms are ). I assume that phasers work by gradually changing the EQ of the sound so what I'd like to know is what is the EQ at the most trebly part of a phase?

I don't think that's possible.
The flanger and phaser act like a "kind of delay" to make it simple. The signal that comes in repeat itself and that creates that sound that's why the sound is changing all the time, because the signal that comes in changes all the time. But the phaser also changes the phase of that signal. So taking care of that concept I think it's not possible to keep the phaser stucked in a certain "place".

I have Stereo Electric Mistress Flanger that enables what you need, so check out EHX Phasers, they might have that function as well. With Mistress I can set the flanger rate, or I can set it on any value between to extremes and make it stay there.

The other solution would be to create a very fast delay with 5-15ms, and put a phased delay sound, this should create something similar I guess.
