Not sure if I got hammer and pull part correctly but yes,
you need to tap directly ON/ABOVE metal part(fret) for tapped harmonic. -------------------- Youtube

As you can see,most typical places for natural harmonics are 12th,7th,5th and 4th frets,
and for tapped harmonics we use the same relations between fretted and tapped notes. Of course there are harmonics on 9th,3rd frets etc but they are not so easy to get, specially not if we tap them. -------------------- Youtube

I'm afraid it's a lot more acoustic science matter,not only guitar technique topic.
And since my english truly isn't that great (technical vocabulary wise) I'll have to pass this. What's important to you is to remember where they are and to use them properly, natural,pinch,artificial and tapped harmonics (hope I didn't miss some). -------------------- Youtube
