is there any quality difference between cheap and expensive wah wah pedals or do they basically all produce the same effect.

There can be differances, some have a greater range of wha than others, some color the sound/tone differently than others. Really cheap ones can add hiss/background hum to your signal, or not be heavy duty enough to hold up very long. And others have settings for more control.
You can get something decent for under $100.00, but less than $60.00 is getting pretty cheap.
I use the one built into my Boss GT6 with satisfactory results.

I'd say overall quality is increased, as well as versatility as the price goes up. I'd advise saving your money to get a good quality Wah Wah pedal, because you won't regret it. But you could get a cheap one, but odds are greater that you won't get the sound you want.
As for the actual pedals...I think the Crybaby is the best Wah Wah you can buy. I got a 95Q Crybaby, and it comes with a volume knob, a 16 decibel gain boost(for a real dirty sweep), and an adjustable Q control(so I can get alot of sounds out of it  . Oh yea, it also has an auto return feature, so you don't have to click a button to turn the wah effect on and off, you just step on it to wah your sound, and step off to turn of the effect...cool ya? :sun
But any Crybaby is good; Vox, and Morley have a good reputation too.

If you for instance buy a used cry-baby it won't be too expensive. I have one.

Oh, I also have a Vox Cry-Baby that I havent used since I got the GT6 -It was fine as far as I was concerned.
One thing we havent mentioned---You may find you must unplug your guitar cord when you are not using the wah, or it will drain the battery!

Yes, basically the more expensive the more quality and the more pronouced with will sound, but if your a smart buyer you would try out everything in your price range and narrow it down to your tone.
