By Alternate picking you mean like tremelo picking?

No. Picking as in up/down strokes around scales. Not tremelo picking quickly.
Songs like Speed of Light by Stratovarius. But not that quick

I would suggest checking out some stratovarius songs but since you said not so fast i think it is to fast for you maybe......

Do Angra have slower songs at all or are all power metal songs pretty quick with the picking?

You should try Sky Chariots by Lord Weird Slough Feg. A nice mid-tempo style power metal.

If you like Stratovarius, you may like Kamelot, i would say they just simpler version but very cool sounding still, bad that guitars sounds a bit quiet compared to a voice, so tabbing them be ear would not very great idea..(if it`s on youtube, not original albums of course)
Check album Karma, Epica and Fourth Legacy. But Kamelot mostly is riffs, but imho this i great for "galloping" development:) Also you can try some songs from Rhapsody of Fire.

Angra do have some slower tunes, that are good for practices, Although Kiko uses some odd patterns at times.
