Advice With Recording Gear

sup everyone! im looking for some advice for some free recording programs for my computer.. it doesnt need to be anything high tech, just something simple that lets me record and possibly cut and paste parts of wav or mp3 files. also maybe convert from .wav files to .mp3.
any advice would be appreciated, thanks smile.gif
