Check for local music forums, place an ad in local music studios, music shops, and bars where they hold gigs. These are the places where musicians regularly go. Eventually someone will call. Advertise on FB as well.

Most countries have some kind of musicians forum with adverts looking for members/bands - another idea would be to look arround in school/university for some other musicians and just start a band (which is propably the best for someone with no band experience).

Some music stores have a pinboard with musicians looking for bands!

Scan and write up ads (that you are looking for a band to join) on myspace and facebook and local music forum! That's where you will most likely find a band to join.
