Every country has their own copyright laws, these are just for the United States as far as I"m aware.

It doesn't solve all the problems with copyright in the digital music age, but it should be a big help. When Apple or Spotify streams a song, they have to pay the performer (performance rights) and the composer (mechanical rights). It's easy for them to figure out who the performer is and how much to pay them, but it's currently a nightmare to figure out who the composer is and how much to pay them. This new law will greatly simplify the process of paying mechanicals. But yes, this is just for the US.
