Parent scale - C harm. min.
I usually refer to it as phrygian natural 3 or phryg/dom. I like it over a G7#5(b9) especially if resolving to a minor i chord (Cm), though I think it really rocks over any G7alt/dom groove. Ab is def the 'character' tone. And now the hard part ... Db Ebb F Gb Ab Bbb Cb (you had to pick Db ) *In Klezmer music this is the 'Freygish' scale (comes from phrygian) and even has a cool compound key signature. No, you're right.
That's a mistake I make all the time and I have a piano player friend who busts me all the time on it. b13 implies natural 5 which in this case helps to define the sound. *That's a real Berklee thing - take away any ambiguity with the chord/scale relationship.
