I think the best buy for that price range would be IK Multimedia Miroslav Philharmonik Orchestra.
I really like orchestral sounds I'm getting with this VST. Here is a cool demo: This VST doesn't have any pre made sample tracks etc like some string vsts do. Edirol Orchestral is cool but it might be a bit more expensive
