I see it totally and I know this lick very well
You should play 11th fret with index finger and then slide down to 10th,all alternate of course. Same deal on A string,ending of lick...9th fret with index and slide down to 8th. Hope this helps!! -------------------- Youtube

You should start every time with pinky,in my opinion. Maybe Yngwie plays stuff like 12 11 9 with ring,middle and index(it is sort of faster way), but I think you should use pinky as much as possible. Comes in handy -------------------- Youtube

I would play it with pinky and no sliding. Just use all 4 fingers and start D string with pinky.

Yeah,Yngwie usually tunes his guitar down half of tone,1/2.
So it sounds like F minor but position on fretboard is from F# minor. -------------------- Youtube

That note(it's E# tho,not F) is 7th degree of F# harmonic minor.
Harmonic minor has sharp 7th degree,comparing to natural minor. You noticed it well,Yngwie plays over harmonic minor almost all the time and it IS sort of neo-classical "must have" tool. -------------------- Youtube
