Do you mean like general hip-hop or rap beats?
If you mean like fully developed ones with drums, bass, and whatever other synths and/or instruments are thrown in the mix, I would suggest going to soundclick.com. you can sign-up and make a listener's account. Then search in the rap (or hip-hop) instrumental section. Not all are free to download, but there are plenty that are.
If you want something with just like drums or percussion grooves, try seaching on google.
