i want to play metal in C tuning. whats the tuning? Not drop C. do i get this by tuning each string two whole steps down?

I personally like 10-52 for drop C, but you could make it work with 10-46. 11's get too stiff for me at D, plus I set up the bow in my neck to handle 9-46 gauge tension @ Standard E tuning, 11's at drop C adds too much tension and I can feel the strings start to get higher off the fretboard.
So ya, I would try to keep the string tension the same for every tuning you use, so the bigger the gauge you use, the lower the tuning, there's no device to do this (well, there probably is) I usually just go by feel. It's makes it easier on the guitar, and the strings will have the same elasticity as you're used too.

Definitely go for 12 or even 13, thin strings are not really useful when you tune down a guitar that much, they will get too sloppy.
