2 years ago I bought a M-Audio MobilePre USB. 2 inputs for guitar/bass (you can record 2 instruments at the same time), 2 phantom powered inputs for mics, no latency with asio driver. I paid for it about 200 euros.

Here are couple of suggestions from Thomann.de, all great examples bellow 200e:

Personally I would strongly recommend Focusrite because of the quality of the preamps, or M-Audio, if you would like that microphone too.

Consider the M Box as well if you are on a Mac, a very pro solution

Ivan's options are really good and also Daniel's one. Maybe something like this:

The responses have laid out some great choices. Ivan has NAILED many of the best bets and the MBOX is a great choice as well. Here is a link to a full guide on THOMANN.DE about audio interfaces.

USB 2.0 is important. USB 1.1 has very limited bandwidth. It's not a deal killer for you probably but go 2.0 if at all possible.

IF budget is an issue, take a look at the TASCAM US-800 ( 8 inputs USB 2.0) which goes for about $100 U.S.

IF you can swing it, I can personally suggest the Tascam M164 UF (my personal unit choice) which is a full mixing board with FX and USB connection. I've recored four live mic inputs at a time with no issues and it works for live stuff as it's a full mixer. But it's more expensive so maybe for later.
