I know that some people are naturally 'Tone Deaf' and can't differentiate between notes that are close together and that some people are completely Tone Deaf and can't relate to notes of any pitch at all. In this video where two dogs play, they are kinda doing it automatically sometimes and not sure how they are in sync with the whistle...? However, I believe most humans have "perfect" pitch too only they don't realize it. We're often pitch perfect in speech and take after the exact "melody" of our parents speech. Most people disregard this and think that musical pitch is something different. I don't think it is, it's just subconcious and autonomous, while we try in music to learn something that is concious. It was only about to spend some time with a pitch pipe - everyday. In deed most of us was able to recreate the note next day.
