A Question For The Serbian Members And Instructors, something about a new law for music, is this true?

*Warning: Minor cartoon nudity in link

This looks really weird, and I'm hoping this is just bullcrap, but is this true? That sounds insane.

I'd love to hear someone from Serbia tell me more about this if possible smile.gif

Edit: Just to make it clear, I know a blog is a really really untrustworthy source, and that's why I'm asking about it here to see how it really is, and hoping that it's not true smile.gif

Edit2: I'm really sorry for not warning about the minor cartoon nudity, I really did not see it before, my eyes just passed without noticing or thinking about what it was.

I heard about this long time ago, I wouldn't be surprised if that law was finally passed.

What can I say... I really have zero respect for turbo folk music in my country. It reminds me of 90's and war times in ex Yugoslavia. When I say in my country I automatically mean all the neighbour countries as well.
People who are in charge of Music industry in Serbia have no sense nor ear for other contemporary styles of music. This law just proves that. I will never pay some guy who played accordion with some folk star (Lepa Brena) 119 euros for some permit to perform. Thats just ridiculous. And those musician exams ? Give me a brake, 90% of them are uneducated musicians if not more. Who are they to grade musicians ?
Crazy stuff !

That's creepy.
Luckily we (Bosnia) are still way beyond,
we still need to get the law.

There was a very similiar law in the German Democratic Republic(which does not exit anymore). The music of the youth(rock and beat music) was pushed into the underground.
From the blog:
QUOTE
People who are into underground forms of music such as metal, punk, noise etc. will not get this license because (and I quote the ministry official response): "alternative music is considered to be an lower form of art

They also had this classification in low / high form of art.
There were great demonstration against this law. The goverment tried to break up the demonstration with violence. Hopefully history does not repeat this time.

Hmm I heard recently about this law. What can I say, It hasn't started to influence our band and no one did ask us for such "license" and we played some major gigs. But I heard some bands that wanted to play in Croatia weren't allowed pass the border because they didn't have the license so there is some truth in it. Here the law is not applied in practice. We have two organizations for musicians (its like syndicate) and membership in any of those two should solve these license issues. And those terms of grading and playing in front of jury is I think just on paper and not in the practice - I guess its enough just to bring your official CD or something (so I heard). So everything here is still unclear...Law that prevents musicians to cross border and to make only one syndicate valid for that is corruption at least. We will see in years that come. Generally I'm really interested how is music organized in other countries, because this thing with "syndicate" seems legitimate in some degree and can be in theory beneficial.

Are the judges well rated to know and decide who can get the license and whose not?. This must be a joke

Judges are totally inadequate to rate anybody. They should rate themselves first then rate others.
You have to hear it to believe it seriously. There is this TV show called GRAND PARADA (in translation means Grand Parade) and its basically about Turbo Folk music. They bring mega turbo folk stars in and they sing on playback in studio. Audience fool of grandmas and grandpas claps and there is half naked dancers around the singers. In the recent trend you will actually see a lot of young people in that show, its pathetic really. The worst thing is they even have opposite from western civilization Music Idol, they run Idol for folk music. You should see people who join that, what kind of culture they represent and how they act. I must say I feel ashamed of them to be part of my people really ! I don't hate anybody , live and let live is my moto, but Music is my life and this music is just pure trash. The whole cultural thing behind it is trash as well. For final conclusion I must tell you they had concert in Belgrade arena for ZVEZDE GRANDA (Stars of Grand - young folk singers that want to make it big in that industry which is mainstream unfortunately), and attendance for that concert was AMAZING !!! Full Belgrade arena. That hardly ever happens, only Partizan Belgrade did it against PAO in Basketball !

I don't mean to be a jerk, but this is the kind of statement you want to avoid when you criticize laws like the following:

QUOTE

It would be very easy for someone to view your statement in the same light as the ministry's response, y'know?

True but I am observing things from musical stand point. From type of harmonies, melodies, rhythm, instrumentation , performance and overall quality of creativity. I don't just say something is trash just like that. You can put me with any folk musician and I can in very logical ways explain why it is trash smile.gif

If you join musicians union in USA you are guaranteed minimum amount per performance. Also if you go trough them, they must pay you all the benefits and you are required to sign a contract. So you don't do meaningless once in a while gigs where you get cash under table and thats it. It goes a lot further if somebody plays or steals your piece of music and you copyrighted it. You can take that person to court and thanks to musician union and benefits you have (in this case you protected your piece of music) you are 100% guaranteed to win in the court.

In Serbia you know thats impossible. Major songs are stolen and translated from Greek and Turkish music...

And Egypt.
We were in Egypt few years ago, having a lunch in a hotel

when someone from our crew (less informed obviously) said:

I must agree with Jef here , this statement is same as theirs about punk/rock etc smile.gif I just don't think that any music is trash, and there are unfortunately lots of great songs (and hit songs for a reason) in those styles...I don't like them and don't think much of them either but we have to live with it as majority does (and there must a reason for that)....

Well, I went and listened to some more examples of the turbofolk style and I still agree that it is sorta "cheap" sounding musically but that was never the point of my warning.

I was not (and still am not) disagreeing with Pedja's assessment of the music, only that Pedja's argument was dangerously close to the government's own stance on "low art" music and that it would risk invalidating his opinion in an open debate.

I also didn't mean to stir up any drama.
