Fundamental Note Gradually Changing Into Harmonic?

Well you gave me bit wrong example cause in here there IS extra stuff, small switch that Steve uses to apply sustainer to his tone. Perhaps Flying In a Blue Dream by Satch? Check out some live versions and you'll see that he doesn't use efxs like Steve for that, he only rotate himself a bit around to get different "pitch" of feedback,that's all.
