The trem bar on most Ibanez models will swing freely when not in use, some stay in place, some dont, its normal either way.

As for the strings staying sharp, thats normal too, best thing to do is adjust the bridge springs on the back of the guitar so they are a tad bit looser, and use the fine tuning pegs to correct there pitch.

You need to put something under the bushings on your trem arm for it to stay in place. New bushing will also make the trem arm stay somewhat in place, but they will wear out quickly and cost a bit. D'Addario string bag plastic is what works best for me.
