When I do a bend, the string feels like it is sliding on sandpaper on some of my frets on my Ibanez. Is this usually the strings or the frets? What do people mean when they say a "fret dress"?

It seems to be that your strings are too close to the fret board ie low action.


If that's the case try to increase the height of the bridge.
