It's pretty logical I guess,
low E and A are too close to the top so it's fine to bend/vibrato downwards, high E and B are too close to the bottom so upwards is the way, for G and D you can go both ways if you want and if situation allows it. Per example, if you wanna play 2 whole bends on G string then downwards might not be enough space, in that case you try it upwards. Opposite thing would happen on D string tho. All in all, there is no good or wrong way here as long as it works for you and sounds ok. -------------------- Youtube

You can do it anyway you want really, E and B need to go up, but everything bellow can go any way. It's up to you how you use it, most often it is good to bend them up if you wanna do some double stop bends on B and E.

so your suggesting practicing both? they sound and act the same? Yeah, do it as you want and they should sound the same, for vibrato is always better to go up and down cause your hand will do less movement with the same result comparing with going only up or down, take + as upwards and - as downwards, 0 is flat note and it looks like this: 0 + 0 - 0 + 0 - etc. If you do it one way it would be like 0 +0 + 0 + etc and your hand is working double time. -------------------- Youtube

Yes, I agree, vibratos on the A and low E string are good to go downwards.

Vibrato is going to sound the same up or down. Practice it both ways so you can be comfortable with it in any situation though.
