I think the answer to the first part is yes. You're a senior and a member - and any member has a right to nominate someone.

Canis has already been nominated and as this is a nomination thread one nomination AFAIK is all that is necessary at this stage. Again AFAIK multiple nominations for any individual doesn't add any additional weight with Andrew and Kris.
