yes always slowly at first until your fingers lock to the position of whatever your learning. that way you memorize the licks not just by mind but also by finger position

Yes it is, but it's only a matter of getting used this particular style and you're good to go. Always slowly at first then gradually work your way up to a little bit faster then after a while do it even faster until you get the rhythm and everything feels comfortable
