How can I get better phrasing when soloing...

All my licks seem the same .... I can't seem to build any tension and then release it... I hit the "correct" notes in the scale but I don't seem to be saying anything or going anywhere....

One day about two weeks ago it actaully felt like I was talking with the guitar for a few licks - I don't know where it came from - but it seems like I lost that break thru.... any ideas on phrasing practice out there?

It takes a feel that you get if you keep at it. You will develop your own licks or make use of ones you learn...and be able to transition from one lick to the other fluidly. Dont try to rip all the time, relax at times to creat some dynamics of high points and resolve. rip and resolve. Make a statement (phrase), and make an answer to it.
Practice the licks, and then try to connect them.
