Yes, but YT is the platform that would have to pay (by far) the most as they have the largest and most wide ranging viewership. Also, to reiterate, Youtube (Google) pays licensing fees here in the US to copyright holders. It isn't much but it is collected by BMI and ASCAP. They only take down vids that are contested by the copyright holder or agent thereof.
Though I may be an 'outsider' as I don't live in the EU (though half my family does) I do have experience in dealing with and understanding copyright and copyright law as well as licensing, collection and distribution payments of copyrights. To that end - in practice: it's really fucking hard to even find let alone collect except from the largest distributors. As I read Article 13 of the European Union Directive on Copyright in the Digital Single Market, to give it it's full name, they originally wanted to employ “proportionate content recognition technologies” but subsequent re-writings of the directive have changed that to “special account shall be taken of fundamental rights, the use of exceptions and limitations as well as ensuring that the burden on SMEs (small and medium sized entities) remains appropriate and that automated blocking of content is avoided.” As I understand them, EU 'directives' are not absolute law but standards that EU members are expected to adopt and eventually pass their own domestic legislation in line with the terms of the directive.
