Quick Chord Construction Question Prof, Am13

What is the ruling of the m13 chord

I know Am13 from looking it up is A, C, E, G, F# but why is 13 f# and not F which is the 6th note of the Am natural scale?

I looked to see if you'd covered it in one of your lessons but couldn't find anything
