It depends on what you're playing and where on what string you are, but generally, you must be able to strum the string gently in order to get her moving. When you're practicing pullofs on slower tempos don't worry if you can't hear the string, practice to get the finger mechanics right, and as soon as you get higher up the tempo, the sound will be there too.

I think there is one of 101 lessons from Kris that show exactly the movement in close camera...
I can't remember which one... Someone else can say it? Also, if you are finding hard time to pull off, be aware that the height of action in your guitar can have influence on that. However there is kind of compromise between pull-offing easily (low action) and bending easily (higher action).
