Right hand positioning

When playing licks that go across a lot of the strings (and possibly back up) e.g. main lick from Canon Rock, how do you change the position of your fingers to pick each string?

By moving the wrist vertically, parallel to the bridge.

By keeping your wrist in the same position and changing the angle of your wrist/hand.

Hope that makes sense to someone.

Oh and another question:

While finger picking, should I use my thumb or my index finger to pick the D string? At the moment I'm assigning my index, middle, ring to G b e and letting my thumb cover E A D.
