What you;ve experienced is latency. It is the time that your sound card and proc needs to complete the AD/DA conversion and do some calculations and it is mesaured in ms. Just move the file a little to sync it with the backing and it should be OK.

Latency above a given threshold is always an issue - however it can be compensated for and below a given threshold (somewhat subjective but for many about 20ms or more) is not really an issue.
Most of the recent major sequencers offer a form of delay compensation that will generally deal with latency issues. Similarly most will tell you what the latency of your system is - albeit the figure is a 'ball park' one rather than 100% accurate as it's based on an estimated latency related to your audio i/o path, see below. There are also a number of software plugs that can provide a more accurate measure of latency. Yes latency can depend on what your pc is doing - it isn't just a sum of the audio ad/da io but also includes latency induced by transfer across the pc buss. Heavy video traffic across the buss, for instance, is notorious for inducing latency in to an audio stream. I haw a pretty strong pc,and good sound card,I can set up my preferences up to 2 ms of latency,but I play and record on 12 ms latency.
