Easy!!! Blackstar HT5
Tube amp but you can play with headphones or plug it into your sound card for recording. there's there's the Peavey Windsor Studio, I don't recall if it takes headphones or not. Same price as the Blackstar and I'd choose the Blackstar. There's another called Blackheart 5/3W but I suppose you'll have to turn that one up a bit louder to find the sweet spot. The Blackstar (note the difference, star/heart) is built to sound cranked already at low volumes and the Windsor has a power attenuator so that you can turn it up loud and then attenuate the power, or volume rather to any level down to complete silence. That gives cranked tube sound at low volume. Blackheart also got a 0,25W amp called Killer Ant (they lable it as 1W). Cool! Here are a few other options. Line 6 will probably give you the most versatility and in my opinion are the best modeling amps.

As far as a practice amp goes I'd say that Vox's Valvetronix models are quite nice, they aren't overly expensive either!

If you wanna classic blues rock Gary Moore or ACDC Tone than you're looking for Marshall or British type of gain.

lol with that budget you can get more than a practice amp! the bugera tube amps are nice...they might be too loud for what you want...the black heart series are good, but you will needs pedals for it...the vox valvetronix are great sounding amps! they have a tube pre amp but it works a little differently than most hybrids which makes it sound better.. out of the 3 i mentioned...the cheapest is the vox, then the black heart, then the bugera...the vox is a 2x12 and has an attenuater (spelling?) built in....the black heart is also good for low volumes....the bugera is 120 watts of tube! which is what made me not buy that one although the sounds are top notch on the bugera, its TOO LOUD! even if was going to play live concerts...120 watts of tube is too loud....i would never reach a good volume to make the tubes sound good. the vox AD50vtxl is the 50 watt 2x12 which is what i just ordered...id go with that or the black heart + pedals as for the peavy windosr and vypyer the other members suggested, they are both good amps, the the windsor is a little higher in price compared to the blackheart (both are tube ambs) and it still needs pedals....the vypyer has some quality issues due to the poor quality control in their factory in china... i just thought you might want to know that (no offense to the above that suggested it....they are great sounding amps) Well, If the purpose of the amp would be bedroom level, perhaps it would be overkill to get an expensive amp as such? I mean for just playing like that you could just as well get a Line 6 POD or such and just plug in a pair of headphones. However it all comes down to taste, I mean I play on a AD50vtXL myself, and it sounds great for it's price + It has a quite nifty feature which let's you control the amount of watts you wanna use, meaning you can keep the master cranked and just play it as a 10watt amp and not lose any dynamics. Only reason I didn't specifically recommend you that one is I don't know how it would fit your playing style? Vox DA-20. Small, lots of features, can run on batteries if needed, great (some would say legendary) sound. I have the DA-15 and I love it, but I'd recommend the 20 because it has 8 inch speakers. I think the 6 are a little too midrangey at times.

The Tiny Terror or the Marshall DSL probably fit your style. But they probably won't sound good at bedroom level. A really cheap amp that you might like is the epiphone junior or the harley benton clone of it. They're both all tube, cheap, and only 5 watts, so you can drive them even at home. The Blackheart and Blackstar HT-5 seam to be similar.
