I actually programmed such a program

You can slow down video in Sony Vegas video editing software, and Cubase/Nuendo as well. I guess you can slow it down in other apps as well, I'm sure about these two.

Here you have a plugin for the Winamp that allows you to play the songs in a slow tempo without changing the pitch.

There is a lot of software for that purpose, the thing is that it doesn't work always, it produces lots of noise.

For audio I'd say Transcribe is the best.
There could be problems with video tho cause of the frames, if you slow it too much some movements might be swallowed. -------------------- Youtube

if you slow it too much some movements might be swallowed. That's what I am talking about, they are good, but don't rely to much on them. -------------------- |

Why would you slow video down ?
As I said Transcriber and Sound Forge will do amazing job with slowing audio. You can use your ears a bit come on , its good for you |
