Not sure David - Afraid I don't do video production at all but according to my wife who has - I think it's a case of syncing to a SMPTE timecode. Have a look at this - particularly towards the bottom.
You need something that will generate the master timeclock - preferably longitudinal (most pro video cameras will do this) and then both your audio and video must be able to generate, use and read the SMPTS timecode - for instance my RMC audio card can interface with EBU and has a BNC connector and can read (and I think generate) SMPTE; CUBASE and NUENDO can use/read SMPTE. I'd imagine that you then need to have/use a very definite audio or video signal as the cue to act as the zero time point marker to sync everything to. Hope this helps.
