That's a multiscale guitar. There are lots of interpretations of the basic idea; the instrument he's playing looks like a fairly radical one. I think the concept is just that raising the tension and length of the bass strings, relative to the trebles, leads to better tone. Not sure that it improves intonation, though maybe a little due to the increased stiffness of thicker strings. Think of the different string lengths employed in a piano or harp.
